Updated multi-energy scenarios published by Fluxys and Elia following public consultation

Following the public consultation held from 18 July to 12 September 2025, Fluxys and Elia have published the updated scenarios that will be used to prepare Belgium’s federal investment plans for the electricity and hydrogen transmission networks.

Over the past months, both transmission system operators engaged extensively with stakeholders through workshops and written feedback. The insights received have been instrumental in refining the scenarios to better reflect the needs and expectations of the energy sector and broader society.

Key updates

The updated scenarios, now officially submitted to Minister Bihet, the General Directorate of Energy of the Federal Public Service Economy and the Federal Planning Bureau, incorporate several improvements to enhance robustness, transparency and credibility. These updates directly address stakeholder priorities and align with the Royal Decree of 12 May 2024.

Next Steps

As stipulated by the Royal Decree, the General Directorate of Energy of the Federal Public Service Economy and the Federal Planning Bureau will review the submitted scenarios and provide their opinions to Minister Bihet within thirty days. Based on this feedback, the Minister may request complementary analyses or additional scenarios to be considered in the final development plans.
