Belgium and UK strengthen cooperation on cross-border CO₂ transport

Brussels — On 16 June 2026, the Belgian and British energy and climate ministers signed a Memorandum of Understanding (MoU) at the British Residence in Brussels, marking an important step towards enabling cross-border transport of CO₂ between Belgium and the United Kingdom for permanent geological storage.

The agreement focuses on facilitating and clarifying permitting processes across jurisdictions, a key enabler for the efficient development of CO₂ transport and storage projects. By aligning regulatory frameworks, both countries aim to accelerate the deployment of carbon capture and storage (CCS) solutions while ensuring full compliance with national and international regulations.

Fluxys’ CEO & Managing Director, as well as Chairman of Fluxys c-grid, Pascal De Buck attended the ceremony, reaffirming our commitment to supporting initiatives that streamline regulation and unlock the development of cross-border energy infrastructure.

Belgium and UK sign MoU for cross-border cooperation on CO2 development.

Building the backbone of future CO₂ value chains

The MoU comes at an important moment, as industrial decarbonisation efforts across Europe increasingly rely on cross-border solutions to connect CO₂ emitters with safe and permanent storage sites.

Simplified and harmonised permitting procedures are essential to making these projects viable. They reduce uncertainty, accelerate timelines, and enable investors to commit to the large-scale infrastructure required for CCS.

At Fluxys Group, we see cross-border CO₂ transport as a cornerstone of Europe’s climate strategy. Through projects such as CarbonConnect, we are actively working on developing infrastructure which aim to connect industrial clusters in Belgium and beyond to storage solutions in the North Sea, including in the UK. These initiatives aim to provide industry with reliable pathways to reduce emissions while maintaining competitiveness.

Our commitment

Fluxys Group remains committed to supporting the development of cross-border solutions that contribute to Europe’s climate ambitions. By investing in CO₂ transport and hydrogen infrastructure, and by actively fostering exchanges and building strong partnerships, we aim to play a key role in shaping the energy system of tomorrow.

About Fluxys c-grid

Fluxys c-grid was established in 2023 as a subsidiary of Fluxys Belgium, which holds a majority stake of 77.5%. Partners Pipelink and Socofe each hold 10%, while SFPIM has a 2.5% share in Fluxys c-grid.

Fluxys c-grid was appointed as the operator of the Walloon and Flemish regional CO₂ transport networks in 2025, and is set to develop and operate the CO₂ transport infrastructure across Belgium. This means that we can support society in achieving efficient carbon management by providing industry with the appropriate CO₂ transport infrastructure.
