The Zeebrugge LNG Terminal is certified according to the ISCC EU framework, which allows the terminal to be part of a Bio-LNG supply chain and certified shippers to obtain a Bio-LNG Proof-of-Sustainability certificate.

Fluxys LNG, the Zeebrugge LNG Terminal operator, combines two processing unit roles under ISCC EU and so offers two different biomethane liquefaction services to the market:

Recondenser Liquefaction, based on Fluxys LNG certification as Liquefaction Plant

Recondenser liquefaction is a premium biomethane liquefaction service based on the efficient physical liquefaction from the recondensers at the Terminal. This service is offered within the limited capacity of the recondensers.

2. Equivalence Liquefaction, based on Fluxys LNG certification as LNG Terminal

Equivalence Liquefaction offers the possibility to liquify certified biomethane at the LNG Terminal of Zeebrugge based on the EU mass-balance principle. This additional liquefaction service does not require a physical liquefaction process at the Terminal, the Terminal being part of the EU interconnected gas infrastructure — ensuring that the amount of biomethane injected into the system is accurately tracked and fully accounted for.

This service is available upon request considering the Terminal user’s loading operations, supported by the substantial available terminal capacity. Emissions from processing are calculated using the default value defined by EU regulation, involving the carbon intensity of the national power mix.

Biomethane liquefaction service pre-requirements

Become ISCC EU certified as Trader with Storage or compatible certification
Follow the 5 steps process to become a Fluxys LNG shipper and sign a free LNG Terminalling Agreement (LTA)
Read the Terms and Conditions of Subscription Window (TCSW) of Equivalence liquefaction or get onboarded for one of the Recondenser Liquefaction capacity Auctions.

Process for Recondenser Liquefaction

Here is the process to obtain Bio-LNG in the Zeebrugge LNG Terminal via Recondenser Liquefaction:

1. Bring gas to the Zeebrugge LNG Terminal via Gas transmission service on the Belgian
Transmission grid : Exit towards Zeebrugge LNG Terminal (backhaul capacity type).

2. The gas is liquefied via Backhaul liquefaction

3. Get Recondenser liquefaction capacity for the required quarter, available via auctions.

Process for Equivalence Liquefaction

Here is the process to obtain Bio-LNG in the Zeebrugge LNG Terminal via Equivalence Liquefaction:

Get LNG in the Zeebrugge LNG Terminal, three possible options:

1A. Bring gas to the Zeebrugge LNG Terminal via Gas transmission service on the Belgian Transmission grid : Exit towards Zeebrugge LNG Terminal (backhaul capacity type). Then liquefy this gas via Backhaul liquefaction

1B. Supply LNG to the Terminal (unload your LNG)

1C. Get LNG from another Terminal User owning LNG in the Terminal via a tank-deal (deal on the Commodity Transfer Point).
Get Equivalence liquefaction for the required quarter, available on request (FCFS) up to your loading activity (deducted from your Recondenser liquefaction capacity if any)

On the dedicated Bio-LNG portal via this link, submit directly your request for Equivalence liquefaction together with your biomethane PoS and relevant additional input data for the PoS conversion.

Good to know

When converting a biomethane PoS to a Bio-LNG PoS, Fluxys LNG deducts from the energy reported on the biomethane PoS the LNG loss of 0.13 kJ/MJ, being the default value for material loss required by ISCC EU for biomethane to Bio-LNG liquefaction. This corresponds to a conversion factor of 99,987%.

As part of the ISCC system update of 21st May 2025 (REDIII), an ISCC template for biomethane and Bio-LNG PoS (v4.0) has been published on the ISCC website. Fluxys LNG recommends the use of this template and requires additional data input to complete the mandatory fields for Bio-LNG PoS issuance. The Fluxys LNG ISCC bio-LNG template has been updated accordingly.
