Fluxys c-grid appointed as “CO₂ Network Operator” in Flanders

Brussels – On 24 October 2025, in accordance with the decree on the transport of carbon dioxide via pipelines in the Flanders Region dated 29 March 2024 and on the proposal of Flanders Minister of Energy Melissa Depraetere, the Flanders Government appointed Fluxys c-grid as the operator responsible for the development and management of a CO₂ transport network in Flanders.

 

The appointment as “CNO” (Carbon Network Operator) for the Flemish Region marks a significant step towards the decarbonisation of Flemish industry. Together with the designation obtained in July as “CNO” for the Walloon Region, this appointment represents a key milestone in the development of a CO₂ transport network in Belgium, as well as across borders, connecting Belgian industries and those of neighboring countries such as Germany to permanent storage sites in the North Sea.

Drawing on Fluxys’ decades of expertise in gas transport, the subsidiary Fluxys c-grid was established in 2023 together with Socofe, Pipelink, and SFPIM, with the aim of planning, developing, and managing CO₂ transport infrastructure in Belgium.

Since early 2021, in collaboration with industry, partners, authorities, and operators in neighboring countries, we have been identifying the need for future CO₂ transport infrastructure. The phased development of this open-access pipeline network in both regions will connect industrial CO₂ emitters with CO₂ exit points towards permanent storage or reuse and will be built in line with market development.

In cooperation with the competent authorities, work is now underway on customer-oriented services at an affordable tariff, along with support mechanisms to help launch the market with acceptable investment risks.

Fluxys c-grid was established in 2023 as a subsidiary of Fluxys Belgium, which holds a majority stake of 77.5%. Partners Pipelink and Socofe each hold 10%, while SFPIM has a 2.5% share in Fluxys c-grid.

Founded with the aim of becoming the operator of CO₂ transport infrastructure on Belgian territory and supporting industry in its efforts to transition to a low-carbon economy, Fluxys c-grid in February 2025 submitted its candidacy to become CO₂ Network Operator in both Wallonia and Flanders.
