Updated multi-energy scenarios published by Fluxys and Elia following public consultation

Elia and Fluxys are pleased to announce the publication of the updated scenarios to prepare the federal investment plans of the electricity and hydrogen transmission networks.

Following a comprehensive public consultation process held from July 18th to September 12th, 2025, in which Elia and Fluxys actively engaged with a wide range of stakeholders, the two organizations have now carefully reviewed all feedback and comments submitted during the plenary workshops and spontaneously throughout the period.

Elia and Fluxys would like to express their sincere gratitude to everyone who contributed their insights and suggestions. Your input has been invaluable in helping to refine and strengthen the scenarios, ensuring they address the needs, expectations, and concerns of the energy sector and the wider community.

The scenarios published today are the official versions submitted to Minister Bihet, the General Directorate of Energy of the Federal Public Service Economy, and the Federal Planning Bureau, in accordance with the Royal Decree of May 12, 2024. These scenarios embody a balanced and forward-looking approach, integrating the diverse perspectives collected during the consultation and the plenary workshops. Key modifications have been made to further strengthen their robustness, transparency, and credibility, directly addressing the priorities and suggestions raised.

All interested parties are invited to consult the published scenarios and related documentation, which provide a detailed account of the changes made in response to stakeholder feedback. Elia and Fluxys reaffirm their commitment to transparency, dialogue, and collaboration as they move forward in shaping a resilient and sustainable energy future.

Next steps:

As stipulated by the Royal Decree, the General Directorate of Energy of the Federal Public Service Economy and the Federal Planning Bureau will now review the submitted scenarios and provide their official opinions to Minister Bihet within thirty days. Based on the feedback provided during the public consultation, or by the General Directorate of Energy of the Federal Public Service Economy and the Federal Planning Bureau, Minister Bihet may request complementary analyses or the inclusion of additional scenarios to be considered in the preparation of the electricity and hydrogen network development plans.

    Public Consultation on the Scenarios and Data for the Evolution of Energy Consumption and Supply in Belgium for their 10-year Federal Investment Plans of the Electricity and Hydrogen Transmission Networks

    Fluxys and Elia Transmission Belgium are organizing a public consultation from Friday, July 18, 2025, to Friday, September 12, 2025 at 6 PM, on the scenarios for the evolution of energy demand in Belgium, as well as the data and parameters used within these scenarios as part of the federal investment plans for the Electricity and Hydrogen networks.

    Context

    This public consultation is being conducted according to Article 10, §1 and Article 29, §1 of the Royal Decree of May 12, 2024, on the procedure for the development, approval, and publication of the hydrogen transmission network development plan and the electricity transmission network development plan.

    Documents submitted to consultation

    The documents submitted for consultation are:

    • A general document detailing the context, methodologies, key assumptions, proposed scenarios assumptions and values but also general questions.
    • An Excel file containing detailed quantitative inputs and assumptions per sector for each scenario.
    • A document describing several key elements of the modelling approach to be used in the national development plan for electricity.

    The purpose of this consultation is to gather comments from current or future users of the electricity or hydrogen transmission networks, distribution network operators, the CREG, and relevant regional authorities, as well as other interested organisations (e.g. NGOs, academic institutions, research bodies, etc) regarding the developed scenarios.

  • Regulatory context

    Relevant provisions of the Royal Decree applicable to this consultation (translated from French/Dutch to English):

    Article 10, §1: “The hydrogen transmission system operator shall consult, over a period of thirty days, current and potential future users of the hydrogen transmission network and hydrogen in general, based on the scenarios referred to in Article 9. The hydrogen transmission system operator shall specifically invite natural gas operators, interconnection operators referred to in Article 1, 60° bis, of the Gas Act, the network operator referred to in Chapter 3, the CREG, hydrogen distribution network operators, and the relevant regional authorities to participate in the consultation, in particular to verify the realism of the scenarios in accordance with Article 14, §2, second paragraph, of the Hydrogen Act.”

    Article 29, §1: “The transmission system operator shall consult, over a period of thirty days, current and potential future users of the electricity network and electricity in general, based on the scenarios referred to in Article 28. The transmission system operator shall specifically invite natural gas operators, interconnection operators referred to in Article 1, 60° bis, of the Gas Act, the hydrogen transmission system operator referred to in Chapter 2, the CREG, distribution network operators, and the relevant regional authorities to participate in the consultation, in particular to verify the realism of the scenarios.”
