    1. How can we register with Fluxys TENP and/or Fluxys Deutschland?

    The registration with Fluxys TENP and/or Fluxys Deutschland has to be done using the PRISMA capacity platform. To initiate the registration process on PRISMA the following link can be used: https://platform.prisma-capacity.eu/#/register. To register with Fluxys TENP and/or Fluxys Deutschland an “EIC” (Energy Identification Code) which is issued by the German association “BDEW” and a so-called “DVGW” code is needed. Further information regarding the registration process on PRISMA can be found under the following link: https://corporate.prisma-capacity.eu/faq/. After the registration process on PRISMA is passed, the information entered on PRISMA are automatically transferred to Fluxys TENP’s and/or Fluxys Deutschland’s system and a document is sent out to the registering user listing specific information and documents Fluxys TENP and/or Fluxys Deutschland need to finalise the registration process. After the registration process for Fluxys TENP and/or Fluxys Deutschland is finished, the customer’s company and the respective users are approved and the user receives an email with the confirmation directly from the PRISMA platform.

    2. How can we change customer data?

    Customer data can only be changed via the PRISMA platform. Changes made on PRISMA are automatically processed into Fluxys TENP’s and/or Fluxys Deutschland’s system.     3. How can Within-Day capacities be booked and when?

    Firm Within-Day capacities can be booked via auction in the same manner as for instance Day-Ahead capacities. Fluxys TENP and Fluxys Deutschland use for all their auctions, also for the firm Within-Day auctions the PRISMA capacity platform. The first Within-Day auction slot runs from 7 p.m. – 2.30 a.m.. Further information regarding the auction slots for Within-Day capacities can be found in the PRISMA auction calendar. Interruptible Within-Day capacities are allocated via an overnomination mechanism. Further information regarding the overnomination mechanism are given in questions 17 to 30.

    4. How do we find out if/when we are allocated Within-Day capacity?

    If capacities have been allocated, the winning bidder receives an email booking confirmation from PRISMA (same as for other auctions like Day-Ahead).

    5. How many hours is the maximal Within-Day capacity running? (e.g. 24 hours, 23 hours)

    The maximum to be booked in a Within-Day auction is the entire upcoming gas day. Except for daylight saving time changes the runtime is 24 hours. On daylight saving time days it is either 25 hours or 23 hours. When booking capacity in a Within-Day auction the capacity is always booked for the rest of the gas day. During the first Within-Day auction, the entire gas day can be booked, in every subsequent Within-Day auction it is always one hour less.

    6. Are Day-Ahead and Within-Day capacities subject to a renomination restriction?

    BNetzA has suspended the renomination restriction for Day-Ahead capacities with the KARLA 1.1 regulation. The same rules as for Day-Ahead capacities apply to Within-Day capacities.

    7. In case of Within-Day capacities is there any shipper code restriction?

    The correct usage of balancing groups/sub balancing groups is within the responsibility of the shipper. For further information on the correct usage of balancing groups/sub balancing groups please contact the market area manager NCG for Fluxys TENP customers or Gaspool for Fluxys Deutschland customers.

    8. How do we get interruptible capacity?

    Yearly, quarterly, monthly or Day-Ahead interruptible capacities are auctioned subsequently to the firm capacity auctions for the respective runtimes. Within-Day interruptible capacities can be acquired using an overnomination mechanism as from the gas hour for which no firm FZK capacities are available in a Within-Day auction. If there’s no FZK capacity available at an IP, the firm product with the least firmness conditions is decisive. The exact auction dates can be found on the PRISMA platform under “auction calendar”.

    9. Are interruptible capacities bundled?

    Fluxys TENP and Fluxys Deutschland do not bundle interruptible capacities.

    10. If we book interruptible capacity can we eventually convert the capacity to firm?

    Interruptible capacities can be converted into firm capacities during the running auctions for firm capacities on PRISMA using the respective function on the platform.

    11. Where can we see the capacity situation on your website?

    You can find the capacity information of Fluxys TENP and Fluxys Deutschland following this link: https://gasdata.de.fluxys.com/sdp/Pages/Reports/CapacitiesFlows.aspx. The so called EDP (Electronic Data Portal) provides a data publication with regards to nominations, flows, capacities and REMIT messages. Furthermore the EDP can be used to place nominations manually and to administrate user accounts for the EDP itself.

    12. Is the firm capacity of Fluxys Deutschland competing with any firm capacity from other TSOs at the same point (GUD, OPAL, NEL) and/or with the transit capacity?

    For the marketed capacities of other TSOs please refer to their data publication. In case there is any competition between capacities you will find this information on PRISMA while booking capacities. Fluxys Deutschland capacities at Greifswald are not competing with any other capacities.

    13. Will Fluxys TENP and Fluxys Deutschland introduce single-sided nominations (bundled nominations)?

    Fluxys TENP introduced single-sided nominations on April 1 2016. In case a shipper is interested in using single-sided nominations please contact your Fluxys TENP team (dispatching.fluxystenp@fluxys.com).     14. As of when do the new data exchange formats and protocols as described in the Network Code on Interoperability and data exchange have to be used for nominations by customers of Fluxys TENP and Fluxys Deutschland?

    Fluxys TENP and Fluxys Deutschland successfully applied with the German regulator BNetzA for a temporary exemption from the obligation to use AS4/Edig@s-XML protocols and formats only. The exemption for the continuous usage of the AS2 communication protocol and the message format Edifact to be used for the communication between Fluxys TENP or Fluxys Deutschland and their customers is granted by BNetzA until 31/01/2018. As of 01/02/2018 customers of Fluxys TENP and Fluxys Deutschland will have to use AS4 and Edig@s-XML for nominations. Fluxys TENP and Fluxys Deutschland will get in contact with their customers with reasonable lead time to execute the necessary testing.

    15. Will nominations via web portal still be possible after the new data exchange formats and protocols as described in the Network Code on Interoperability and data exchange are applicable for customers of Fluxys TENP and Fluxys Deutschland?

    Nominations via the web portal of Fluxys TENP and Fluxys Deutschland will continue to be possible also after 31/01/2018.

    16. As from when are nominations and short-term use-it-or-lose-it (UIOLI) capacities for the next gas day published?

    Nominations and capacities made available through the short-term UIOLI mechanism are published as from 3 p.m. the day before the transport. As from this point in time, the data is updated on hourly basis. The publication can be found on Fluxys TENP’s and Fluxys Deutschland’s EDP.

    17. Will it be required to book capacity beforehand in order to overnominate?

    It is not necessary to book capacities with Fluxys TENP or Fluxys Deutschland before overnominating. However the shipper willing to use the overnomination mechanism has to be registered with Fluxys TENP and/or Fluxys Deutschland and to successfully conduct a communication test with Fluxys TENP and/or Fluxys Deutschland.

    18. What happens if we overnominate to get interruptible capacity but firm capacity is still available?

    In case Fluxys TENP or Fluxys Deutschland receives a nomination exceeding the booked capacity, the nomination will be capped at the booked capacity. Overnominations will only be accepted as from the point in time when Fluxys TENP or Fluxys Deutschland informs the market about the activation of the overnomination mechanism. The information towards the market is published in the REMIT section of Fluxys TENP (here) and Fluxys Deutschland (here). Overnominations are only possible as from the gas hour for which no firm FZK capacities are available in a Within-Day auction. If there’s no FZK capacity available at an IP, the firm product with the least firmness conditions is decisive.

    19. Which price are we paying for the flow we overnominate over the capacity in case there was still firm capacity available?

    A capacity overrun is not possible with Fluxys TENP or Fluxys Deutschland. Overnominations are only possible if firm FZK (freely allocable capacities) are fully sold out. If there’s no FZK capacity available at an IP, the firm product with the least firmness conditions is decisive.

    20. Can we overnominate capacities on storage points?

    Neither Fluxys TENP’s nor Fluxys Deutschland’s network are connected to storage points.

    21. Can we use our main balancing group or do we need to use a sub-balancing group?

    All balancing groups can be used for overnomination purposes.

    22. How do we register and what is required for registration if we are a qualified shipper?

    In order to be able to use the overnomination mechanism of Fluxys TENP or Fluxys Deutschland, a communication test has to be successfully executed. For further information concerning the communication test please contact the Fluxys TENP team (dispatching.fluxystenp@fluxys.com).

    23. How many days before the start-up of using overnominations do we have to register?

    Fluxys TENP and Fluxys Deutschland will handle requests as soon as possible. To allow a smooth operation a lead time of 3 working days is recommended to set up overnominations. The general registration process with Fluxys TENP and/or Fluxys Deutschland has to be executed beforehand as described in question 1.

    24. Is overnomination possible, even if there is no more interruptible capacity available?

    No, in case there’s no interruptible capacity available anymore, overnominations are not possible either. To know if interruptible capacity is still available, customers can use the publication on the Electronic Data Portal of Fluxys TENP or Fluxys Deutschland.

    25. If the interruptible auction achieved a premium price, will the customer pay for overnomination also the premium price or just the normal interruptible tariff?

    If an auction premium is achieved during an interruptible Day-Ahead auction, it means that there was an over-demand for the interruptible capacity which results in the interruptible capacity to be fully sold out. As described in question 26, it’s then not possible to use overnominations anymore.

    26. Is overnominated capacity interrupted before the interruptible capacity sold in the auction?

    The interruption sequence is timestamp based. Due to the fact that overnominations can only be made after the auctions, overnominations are interrupted before previously auctioned interruptible capacities due to the later timestamp.

    27. What is the lead time for overnominations?

    Overnominations can be sent after the activation of the mechanism until two (2) hours before start of transportation. Overnominations are activated whenever the firm FZK capacity is sold out and there’s no further interruptible auction to come. If there’s no FZK capacity available at an IP, the firm product with the least firmness conditions is decisive.

    28. Can a shipper overnominate even if he has not bought interruptible capacity?

    Yes. There’s no reason why a shipper shouldn’t be able to overnominate if he already has an interruptible contract for that gas day.

    29. What if a customer sends an overnomination and then sends a renomination reducing the values down to zero (0) more than two (2) hours before the first transport hour?

    Fluxys TENP and Fluxys Deutschland take into account the values which are valid at full hour + two (2) before the start of the first transport hour. This means that if a customer reducing his overnomination down to zero (0) more than two (2) hours before the first transport hour, Fluxys TENP and Fluxys Deutschland do not consider the overnomination and therefore the customer will not be charged for this overnomination.

    30. It is only allowed to overnominate, if all the firm capacity is fully marketed. So the overnomination is marketed subordinated to firm capacity. Is overnomination only possible after the Within-Day auction, or is it already possible after the firm Day-Ahead auction?

    If the firm FZK capacity is sold out after the Day-Ahead auction, overnominations are already activated after the Day-Ahead auctions for interruptible capacities. If there’s no FZK capacity available at an IP, the firm product with the least firmness conditions is decisive. The activation of overnominations will be notified to the market using an Urgent Market Message which is published in the REMIT sections of Fluxys TENP (here) or Fluxys Deutschland (here). We recommend to subscribe to the RSS feeds available in the REMIT sections to not miss an Urgent Market Message.

    31. When are the tariffs for the following calendar year published and final?

    Fluxys TENP and Fluxys Deutschland publish the preliminary tariffs for the following calendar year at the latest on October 15 of each year. The final tariffs are available the latest on January 1 of the year for which they are applied. For informational purposes, Fluxys TENP also provides a tariff calculator for its customers.

    32. Do we pay for the full gas day, rest-of-day (ROD) or per allocation?

    Within-Day capacities, be it firm or interruptible, are paid for the entire gas day and the tariff for the respective point and capacity type applies. For further information regarding tariffs of Fluxys TENP or Fluxys Deutschland please consider the respective price sheet publication (FLX TENP or FLX DE)

    33. Are you going to apply the time factors according to the BEATE regulation?

    Fluxys TENP and Fluxys Deutschland are applying the BEATE regulation since its entering into force in March 2015.

    34. Are secondary trades affected by the BEATE regulation?

    If a secondary trade is affected by the BEATE regulation depends on the nature of the secondary trade. If the secondary trade is a “transfer of use” the BEATE regulation does not apply to the secondary trade. If the secondary trade is an “assignment” the BEATE regulation is applied depending on the duration of the trade. Even in case of an “assignment” the BEATE factor of the original contract will not be changed. E.g. If a shipper books a yearly capacity with Fluxys TENP or Fluxys Deutschland and makes an assignment for one quarter of it on the secondary market Fluxys TENP or Fluxys Deutschland will still invoice the published tariff (including seasonal factors) with the BEATE multiplier for yearly contracts to the selling shipper. If the capacity rights subject to a secondary trade are transferred to the buying shipper (“transfer of use”), the original shipper remains the sole contractual party of Fluxys TENP or Fluxys Deutschland. If under the secondary trade the entry or exit contract (in whole or in part) is assigned by the original shipper to a third party, this party becomes contractual partner of Fluxys TENP or Fluxys Deutschland. For this new contract the BEATE factors are applicable if the contract is assigned for a period of less than a year.
