Incremental Capacity Process


On 6 April 2017, European TSOs started with the implementation of the incremental capacity process (INC-process), in accordance with EU - Regulation 2017/459 (NC-CAM).

Incremental process concern market-based network capacity expansion projects, like offering additional capacity at existing Interconnection Points or creating new Interconnection Points. In both cases the investments are underpinned by market commitments. The INC-process is complementary to national or EU-wide network development processes (TYNDP, GRIP or NDP), as it adds the readiness of the market participants to commit on a long term capacity booking to trigger the realisation of specific infrastructure.

Adjacent TSOs on each side of Interconnection Points linking entry-exit zones shall cooperate during this process. The INC-process is started basically in odd numbered years, but can also be started in even numbered years, and is kicked-off by the annual yearly auctions, which are held in July of each year, as stated in NC-CAM.

For the year 2017, the INC-process started exceptionally together with the entry into force of NC-CAM.

Step 1 – Non binding demand indications

From 6 April 2017 until 1 June 2017, market participants interested in INC-process can submit non-binding demand indications, using the template provided by the German TSO association “FNB Gas e.V.” on their website.

Non-binding demand indications received after this deadline will be considered in the next market demand assessment in 2019.

Step 2 – Demand Assessment Reports (DAR)

According to Article 26 (3) of the REGULATION (EU) 2017/459 the DAR will be published on 27 July 2017. These reports are available on the website provided by the German TSO association “FNB GAS e.V.” under the following link.

At the market area border points where Fluxys TENP is marketing capacities, no non-binding demand indications were submitted. Therefore the process will be terminated. The next Incremental-process will take place in 2019, after the beginning of the auctions for yearly capacities.
