Shaping the hydrogen and carbon infrastructure for Belgium: cooperative commercial process
Building the hydrogen and carbon infrastructure for Belgium requires careful planning, design and repurposing or construction over many years. To facilitate the market at best, we have started a cooperative commercial process. Through this process we join forces with industry and other stakeholders to ensure that the required capacities come on line as needed and with sufficient economy of scale. At the same time we keep the infrastructure development coherent with the long-term planning horizon 2050.
1. Info session
Potential users of the hydrogen and carbon infrastructure were invited to our info session on 26/01/2021. During the session we broadly outlined our approach, the commercial process and the technical orientations.

2. Request for information: questionnaire
Potential users of the hydrogen and/or carbon infrastructure were invited to fill out our request for information: a questionnaire allowing us to get a clear overview of how market needs develop geographically and over time.
The information gathered through the requests serves as our data tool to develop a clear overview of how market needs develop geographically and over time. The requests for information also allowed us to exchange bilaterally with participants and address technical orientations.

3. Collect and aggregate
This is the process of consolidating and aggregating the results gathered through the Request for information responses. Bilateral exchanges the market participants helped us to deepen our understanding of the market needs.
Please feel free to still complete your Request for information if you shouldn’t have done so or if your internal process is still ongoing. We will be integrating your responses on a rolling basis as they continue to come in and keep finetuning our infrastructure mapping.
4. Feedback to the market
The volume, quality and representativeness of the data provided through the request for information process provides solid ground to move to the next step.
5. Unify supply and demand
Hydrogen market: facilitate mutual exchanges between participants
Starting from the data collected, we are now in the stage of approaching participants to facilitate mutual exchanges between them in order to match their hydrogen demand and supply levels. This also supports participants in their project development and leaves room for further iterations with Fluxys. We are in this stage in the Antwerp, Ghent, Hainaut, Liège and Limbourg regions. The Zeebrugge region, in turn, is the area to further explore the options to accommodate the integration of local supply and remote imports.
Carbon market: export route options
Starting from the data collected, we are now in the stage of approaching participants with our feedback in all clusters initially identified. The feedback also includes sharing of possible CO2 export route options and their associated tariff ranges in order to support participants in their project development.
6. Infrastructure proposals
This is the process of updating on the developments in the hydrogen and carbon markets while making hydrogen and carbon infrastructure proposals based on the identified market interest and the matching of hydrogen and carbon demand and supply levels in specific clusters.
