Shaping the hydrogen and carbon infrastructure for Belgium: request for information
Cooperative commercial process
Building the hydrogen and carbon infrastructure for Belgium requires careful planning, design and repurposing or construction over many years. To facilitate the market at best, we have started a cooperative commercial process. Through this process we join forces with industry and other stakeholders to ensure that the required capacities come on line as needed and with sufficient economy of scale. At the same time we keep the infrastructure development coherent with the long-term planning horizon 2050.
1. Info session. Potential users of the hydrogen and carbon infrastructure were invited to our info session on 26/01/2021. During the session we broadly outlined our approach, the commercial process and the technical orientations.

2. Request for information: questionnaire. Potential users of the hydrogen and/or carbon infrastructure are invited to fill out our request for information: a questionnaire allowing us to get a clear overview of how market needs develop geographically and over time (see below).
3. Collect and aggregate. In the subsequent step we aggregate all input received through the requests for information.
4. Initial clusters proposal. With all input aggregated and consolidated, we come back to the market with an initial clusters proposal. The initial clusters proposal is a draft proposal for the specific infrastructure required in one or more clusters which can be further developed as demand continues to pick up.
Request for information: questionnaire
We invite you as potential user of the hydrogen and/or carbon infrastructure to fill out a request for information. The information gathered through all requests serves as our data tool to develop a clear overview of how market needs develop geographically and over time. Your request for information also will allow us to exchange with you bilaterally and address technical orientations.
Non-binding request. The request for information is non-binding: completing the request does not engage your company to any future service of Fluxys Belgium.
Non-disclosure agreement. All information you share with us through the request for information will be treated as confidential in accordance with the non-disclosure agreement below. If you wish to formalise this non-disclosure agreement, you can fill out, sign and send the document back to email@example.com prior to filling out the request for information.

Collect & aggregate
We are now moving into the process of consolidating and aggregating the results already gathered through the Request for information responses from a flurry of market participants active in a variety of segments. Bilateral exchanges with these market participants will help us to deepen our understanding of the market needs and draw up tomorrow’s gas infrastructure map for a carbon neutral Belgium.
The consolidation and aggregation exercise is a rolling process. So please feel free to still complete your Request for information if you shouldn’t have done so or if your internal process is still ongoing. We will be integrating your responses on a rolling basis as they continue to come in and keep finetuning our infrastructure mapping.
