Creos Luxembourg and Fluxys Belgium heading for an integrated Belgium-Luxembourg gas market

Brussels – Luxembourg city  – In close collaboration with Luxembourg's regulatory authority (ILR) and Belgium's Regulatory Commission for Electricity and Gas (CREG), Creos Luxembourg and Fluxys Belgium have signed a cooperation agreement aimed at integrating the two countries' gas markets.

 

Melchior Wathelet, Secretary of State for the Environment, Energy, Mobility and Institutional Reforms, said: "The establishment of a borderless gas market covering our two countries will be the first market integration of this kind between two EU Member States. Moreover, it will enhance security of supply in both countries and constitute a first step towards a European single market. The experience gained by Fluxys Belgium and Creos Luxembourg may also prove useful when seeking to build a regional market beyond our two countries’ borders."

Etienne Schneider, Deputy Prime Minister and Minister for Economy: “Luxembourg, which is located between the ZTP market (Zeebrugge Trading Point) in Belgium and the NCG market (Net Connect Germany) in Germany, aims to contribute actively to market integration in Western Europe. We approve the initiative by Fluxys Belgium and Creos Luxembourg to develop a single Belgian-Luxembourg market in close collaboration with the national regulatory authorities in both countries. This cooperation project is fully in line with the spirit of European Directive 2009/73/EC, i.e. to get the Member States to evolve towards creating a barrier-free single market with competitively priced gas and enhanced security of supply.”

Merging the Belgian and Luxembourg gas markets will strengthen security of supply in Luxembourg and improve market functioning. The rules between the two countries will be harmonised, facilitating the task of suppliers active in both countries.

Serving a market of almost 20 billion cubic metres per year, the Zeebrugge Trading Point (ZTP), which already converges strongly with the trading points TTF in the Netherlands, Peg Nord in France and NCG/Gaspool in Germany, will see its liquidity and price marker role strengthened.

The aim of Creos Luxembourg and Fluxys Belgium is to merge the two countries' national gas markets in 2015, provided that their respective regulatory authorities approve the proposed approach to arrive at the Belux gas market. The approach includes the establishment of a joint venture to manage the rules and mechanisms for commercial balancing of the integrated market. Creos Luxembourg and Fluxys Belgium will continue to manage their respective networks.

Tips for using search operators

Use "quotation marks" to search for a series of words or a phrase in a specific order.

Boolean operators

You can find a group of words or a phrase by using the link words AND, OR and NOT:
known as Boolean operators, these words are used to combine terms in the search field.

  • AND: All the search terms must be included in the publication. Typing in Apple AND Pear will return publications containing both the word Apple and the word Pear.

     

  • OR :  At least one of the search terms must be included in the publication. Typing in Apple OR Pear will return publications containing either the word Apple or the word Pear or both.

     

  • NOT: The term preceded by NOT must not be included in the publication. Typing in Apple NOT Pear will return publications containing the word Apple but not the word Pear.
