Public distribution: submitting a request to build a new connection or modify an existing connection

In order to cope with increased capacity requirements on the distribution grid while ensuring security of supply and meeting the obligations imposed by the authorities, the distribution system operator (DSO) asks Fluxys to modify existing natural gas receiving stations and/or build additional gas receiving stations.

The DSO and Fluxys then consult each other to discuss the technical and economic criteria, the economic justification and the contribution by the investment project to the general development of the existing natural gas transmission grid and existing natural gas distribution grids.

The following key data are examined:

  • Change in hourly flows in the event of a very cold period for the region in question.
  • Possible future increase in the offtake of natural gas.
  • Evaluation of long-term development.
  • Secure supply of natural gas for the region in question.
  • Various options for joint connection with Fluxys.


Deciding who pays the costs of creating an additional receiving station depends on the operating pressure of the transmission grid to which the receiving station will be connected:

Operating pressure ≤ 14.7 bar

The DSO will cover all costs, including the costs of connecting to the transmission grid. These facilities, located downstream of the last shut-off valve for the branch line, become the property of the DSO and are operated by the DSO.

Operating pressure > 14.71 bar

Fluxys will cover all costs, including the costs of connecting to the transmission grid. These facilities become the property of Fluxys and are operated by Fluxys.

When will you receive an answer?

 During the feasibility study, Fluxys examines the pipeline route and researches the most appropriate plots of land (especially in environmental terms) as well as the required permits and the time needed to obtain permits. This will take at least three months for studies of limited complexity. Fluxys will then send all of the key technical data to the distribution system operator. In agreement with the distribution system operator, Fluxys will set a date for commissioning the new connection or modifying the existing connection.

Time needed: 30 to 40 months

 In general, it will take between 30 and 40 months from the time an application is submitted to build a new connection (or modify an existing connection) and the date it is commissioned. The time depends on the length and technicality of the connection, the research phase and, above all, the permit procedures.
