Reserving transmission services with Fluxys
System Users need to conclude a domestic transmission framework agreement with Fluxys before they can subscribe to domestic transmission services. This agreement is known as the MATRS - Master Agreement for Transport and Related Services.
System Users can request for short-term capacity in 2011 and 2012 by completing a Transportation Request Form or by using the online e-BOSS web application. Capacity for 2011 and 2012 is allocated on a first committed, first served basis.

Use the e-BOSS online web application. With e-BOSS, System Users can submit requests for domestic transmission services electronically and be informed within just one working day whether or not the services they want to book are available and how much these cost on basis of the current regulated tariff. System Users can also contract services on line. It is possible to contract entry capacity, flexibility and supply capacity as a package as well as separate entry or flexibility services. One of the other new features is that system users can click a link to access an overview of all their current contracts and booked capacities.
A Service Fee is charged for using e-BOSS. This service is a secure application and System Users must register to obtain access.

System Users wishing to reserve border-to-border transmission services need to conclude a border-to-border transmission framework agreement with Fluxys. This agreement is known as the MTSA - Master Transit Services Agreement.
Firm or conditional border-to-border transmission capacities are allocated according to the first committed, first served principle:
- System Users wishing to reserve border-to-border transmission capacity can start the process by dully completing the request form below and sending it to info.transport@fluxys.com.
- Fluxys simulates the availability of the requested capacity.
- Fluxys officially notifies the System User of the availability of the capacity requested using a confirmation form that needs to be signed by the System User to confirm the subscription.

Interruptible border-to-border transmission services, if available, are allocated during a yearly rolling Open Subscription Window for the upcoming gas year. Any unsold capacity is then further allocated according to the first committed, first served principle.

Fluxys updates annually its ten-year investment program. These actualizations take into account the evolution of the needs for supply of natural gas, requests for new connections and the new needs of the grid users as a result of market consultations.
In order to actualize the investment programme, Fluxys performs simulations on the existing configuration of its grid, based on the data for the expected development as a result of the request for transmission capacity and the estimated evolution of capacities for the entry zones. Different scenarios are investigated taking into account different possible configuration of gas flow, peak consumption and the maximum grid imbalance.
These grid simulations on a largely bi-directional and highly interconnected grid remain a continuous and complex exercise. Based on these transmission grid simulations, the firmness of the capacity of the grid users and end-users can be guaranteed.

Exchanging transmission capacity on the secondary market: bulletin board
Fluxys facilitates the trading of transmission capacity on the secondary market by centralizing data for capacity that shippers wish to sell or purchase. All bids and offers received by Fluxys from System Users are published on a Bulletin Board until expiry or notice of removal.

Exchanging border-to-border transmission capacity on the secondary market through capsquare
capsquare is a joint Fluxys/GRTgaz electronic platform offering System Users a dedicated environment for buying and selling on the secondary market capacity in both operators network.

Supply licence
A supply licence must be obtained before a framework agreement for domestic transmission services can be concluded with Fluxys. Supply licences are granted by the Belgian federal Minister of Energy, but the request to obtain such a licence is to be submitted to the Belgian federal regulator, the Commission for Electricity and Gas Regulation (CREG). CREG checks the request with the granting criteria and gives its opinion to the Minister.
